For my first few years in the industry I worked primarily with sites who had been penalized by Google. Most of those businesses received their penalty because they had poor work done by an SEO company whom they had hired. In almost every case where I had removed a penalty the business owner would ask me for recommendations on someone they could hire who was trustworthy.
Since then I have been putting together a list of companies and individuals whom I trust.
Each of these SEOs have gone through a vetting process with me.
I feel comfortable that all of the following apply:
They are honest and trustworthy.
They communicate well with clients.
They have shown me real life examples of sites which they have helped
improve along with the tactics that they implemented.
The techniques that they use adhere to Google's Quality Guidelines.
(Note: I can't guarantee that every single thing your SEO provider does
will fall within the Guidelines, but what I can tell you is that the people and
companies whom I recommend know how to do good work the right way.)
To be transparent, I should tell you that many (but not all) of the companies whom I am recommending
